Richard Tibbetts, President

Mr. Tibbetts has over 30 years of Operational experience in providing Logistics and Distribution Services and Facilities Operations and Maintenance Support Services to Department of Defense and commercial customers. Mr. Tibbetts experience was garnered during a 23 year career as a U.S. Army logistics officer, providing operational Logistics, Transportation and Material Maintenance support and planning to support worldwide operations of US and Foreign military forces. During his military career Mr. Tibbetts held supervisory positions in Supply, Transportation and Maintenance organizations providing distribution and storage of all classes of supply, material handling and local and line haul transportation services, aerial delivery support for personnel and equipment, and maintenance support of vehicles and equipment from organizational to Direct Support and General Support levels. After transitioning to the civilian sector, Mr. Tibbetts has held increasingly more responsible positions serving customers in the Third Party Logistics arena as a Logistics Planner and Analyst for Southpeak Interactive, a computer software distributor, and as the General Manager of a 300,000 sf distribution facility which distributed chemicals for DuPont Chemical Corporation. As the project manager for several U.S. Army Facilities Operations and Maintenance contracts, to include the U.S. Army’s War College at Carlisle Barracks, PA, and Fort Eustis, VA he has gained a wealth of experience in Facilities Operations and Maintenance and understands the challenges of providing quality service to our service-members and civilians during these times of fiscal constraint. Mr. Tibbetts’ experience in contract operations, safety, and quality control provide our customers with the confidence that they will always receive services that exceed their expectations.
Kay Tibbetts, Vice President Business Services

Mrs. Tibbetts possesses more than twenty years of diversified Finance and Accounting experience, including several years as the Controller for a Defense Contractor providing Facilities Operations and Maintenance Services and Base Operations Support Services. During that time she managed the accounting functions for over 20 government cost plus, time and material (T&M) and fixed price contracts as well as several commercial contracts. Her responsibilities included interface with contracting Officers and DCAA representatives. Mrs. Tibbetts’ management experience includes implementation of accounting software systems in accordance with contract and business specifications and requirements. Additionally, Mrs. Tibbetts has operational experience with human resource management, organizational treasury function and risk management. Mrs. Tibbetts possess a Bachelor’s of Science Accounting degree from LeMoyne College and a Master in Business Administration degree from University of Phoenix.

Jay Carter, Vice President of Operations
Mr. Carter has over a decade of experience in Construction Management and Facility Operations & Maintenance Support Services. Mr. Carter’s Program Management knowledge includes civil construction projects ranging from $344 million-dollar telecommunication projects to managing a $23.6 million-dollar portfolio of Department of Defense O&M contracts. Mr. Carter began his career as a Service Manager for Cintas Corporation and has held progressively more responsible positions as a Six Sigma Black Belt for Bechtel Corporation and Quality/Safety Manager for Bechtel Corporation. In addition to Mr. Carter’s experience he is a Certified Six Sigma Black Belt where he leads problem-solving projects by performing statistical analysis, developing key metrics and corrective actions plans, which are used to make strategic business decisions. He also has a certification with the Board of Certified Safety Professionals which enhances his operational perspective regarding injury prevention and risk management. His certifications combined with his work experience has given him in-depth business insights and positioned him to effectively deliver in his role as Director of Operations at Pegasus Support Services since joining the company in January 2017. Mr. Carter is a graduate of Virginia Polytechnic Institute and State University (Virginia Tech).
