Chief Executive Officer

Brian K Newell

​As Chief Executive Officer (CEO), Mr. Brian Newell is responsible for company growth and strategy to include Business Development. He is a seasoned business executive that brings more than 20 years’ experience with a strong focus capturing new business opportunities, fostering relationships and partnerships, and exceeding customers’ expectations in both the government and commercial sectors. Most recently, Mr. Newell served as EVP at Oasys International Corporation (acquisition of C2 Solutions Group, Inc. where he was the founder)! He was responsible for developing, growing, and maintaining strategic partnerships and contracts.Before Oasys, Mr. Newell found and ran C2 Solutions Group, Inc. for 14 years before selling to Oasys International Group. Under Mr. Newell's leadership, C2 was named on the INC 5000 list four times and named by Virginia Business Magazine as a Best Place to work four times! Before starting C2, Brian served as Chief Executive Officer (CEO) of Revolent Technologies. He also held key leadership positions as Director of Federal Sales at Paragon Imaging, Vice President of Business Development at AperServ, and as Senior Business Development Manager at PricewaterhouseCoopers, LLP.​Brian holds a Bachelor of Science degree in Management Science from Virginia Polytechnic Institute (Virginia Tech). Mr. Newell's passion is mentoring and coaching football, which has allowed him to give back to youth and high school level athletes for the past 28 years in Northern Virginia. His success as a coach landed him in the Northern Virginia Football Hall of Fame in 2016.

Chief Operations Officer

Jay Carter

Mr. Carter has over a decade of experience in Construction Management and Facility Operations & Maintenance Support Services. Mr. Carter’s Program Management knowledge includes civil construction projects ranging from $344 million-dollar telecommunication projects to managing a $50 million-dollar portfolio of Department of Defense O&M contracts. Mr. Carter began his career as a Service Manager for Cintas Corporation and has held progressively more responsible positions as a Six Sigma Black Belt for Bechtel Corporation and Quality/Safety Manager for Bechtel Corporation. In addition to Mr. Carter’s experience he is a Certified Six Sigma Black Belt where he leads problem-solving projects by performing statistical analysis, developing key metrics and corrective actions plans, which are used to make strategic business decisions. He also has a certification with the Board of Certified Safety Professionals which enhances his operational perspective regarding injury prevention and risk management. His certifications combined with his work experience has given him in-depth business insights and positioned him to effectively deliver in his role as Chief Operations Officer at Pegasus Support Services since joining the company in January 2017.​Mr. Carter is a graduate of Virginia Polytechnic Institute and State University (Virginia Tech).

Vice President of Finance

Brandy Brown

Ms. Brown has two decades of accounting experience specializing in small business.  She holds a Bachelors degree in Accounting from Shorter University in Rome, GA. Ms. Brown joined Pegasus Support Services Spring of 2016 as a Staff Accountant.  Her hard work and dedication led to multiple advancements.  Ms. Brown oversees the daily operations of the accounting department, identifies cost savings, prepares annual budgets, and manages the preparations of financial reports.  Ms. Brown will use her expertise to promote company success and growth.

VP of Growth & Strategy

Frank Russo

Mr. Russo has over twenty years of experience as a growth and operations leader in the federal contracting marketplace.  As Vice President of Growth and Strategy he is responsible for delivering profitable growth while ensuring continued customer service excellence, creating strategic partnerships, and expanding service lines.   

During his career Mr. Russo has served at the executive level and consulted for high growth defense, civilian agency, and commercial contractors.   As founder and Principal Consultant of FedConsultants Mr. Russo assisted clients in winning over $3 billion in revenue.   During that time he also served for four years on the Board of Directors for Olympus Building Services, an $18 Million business unit of a $3 billion publicly traded investment portfolio.

As Vice President of Business Development and later as Vice President of Strategic Growth for VT Group’s North American Unit, Mr. Russo was responsible for re-branding the company as a large services integrator, capturing new business and assisting with acquisitions.  During his tenure the company grew from a $90 million federal contractor to a $450 million service integrator providing military base operations, transportation, logistics and C4ISR services.

As Director of Business Development at Wackenhut Services, Inc. (now Constellis), he established their base operations and support business line, creating the strategy to enter the market and growing revenue from zero sales to $300 million in total revenue.  While working to establish the business line he also provided operations management support.  He held a Class C unlimited contractors’ license in the State of California and was the company’s qualifying construction agent. 

Mr. Russo is both an avid student of his profession and teacher, presenting innovative seminars and workshops at both the local and national level of the Association of Proposal Manage Professionals  (APMP) conferences.
